Troubling trend of alleged impaired drivers on local roadways continues in 2023

The new year of 2023 is starting off on a troubling note for Prince Edward OPP as far at impaired driving offences are concerned. In 2022, the local OPP detachment laid nearly two times the seven year average of impaired driving offences and the new year is starting off at the same pace.

Members of the Prince Edward County Detachment of the Ontario Provincial Police (OPP) charged a number of drivers with impaired related offences over the past two weeks.

On Thursday January 12, 2023 shortly after 3:30 p.m. officers conducted a traffic stop on Whitney Road and spoke with a driver. Subsequent investigation led to the arrest of the driver who was transported to detachment for further testing. Kimberly Cocco, 49, from Prince Edward County, was charged with the following offences:
• Operation while impaired – CC 320.14(1)(a)
• Operation while impaired- blood alcohol concentration – CC 320.14(1)(b)
• Dangerous operation – CC 320.13(1)
The driver was released on an undertaking and is to appear before the Ontario Court of Justice on February 8, 2023. They also had their drivers licence suspended for 90 days and vehicle impounded for a period of 7 days.

On Sunday January 15 shortly before 5:30 p.m. officers conducted a traffic stop on Lake Street and spoke with a driver. Subsequent investigation led to the arrest of the driver who was transported to detachment for further testing. Siegfried Kinitz, 69, from Prince Edward County, was charged with the following offences:
• Operation while impaired – CC 320.14(1)(a)
• Operation while impaired- blood alcohol concentration – CC 320.14(1)(b)
The driver was released on an undertaking and is to appear before the Ontario Court of Justice on February 22, 2023. They also had their drivers licence suspended for 90 days and vehicle impounded for a period of 7 days.

Later in the night shortly after 1:00 a.m. on Monday, January 16 officers were conducting a RIDE program on Picton Main Street when a vehicle entered the program. A Standard Field Sobriety Test was administered and as a result, the driver was arrested and transported to detachment for further testing. Austin Hennessy, 29, from Prince Edward County, was charged with the following offences:
• Operation while impaired – alcohol and drugs –  CC 320.14(1)(a)
• Dangerous operation – CC 320.13(1)
The driver was released on an undertaking and is to appear before the Ontario Court of Justice on February 8, 2023. They also had their drivers licence suspended for 90 days and vehicle impounded for a period of 7 days.

On Saturday January 7 shortly after 12:00 a.m. officers observed a vehicle in the ditch near Highway 62 and County Road 1 when they stopped to check on the driver. After further investigation an approved screening device was administered. As a result, the driver was arrested and transported to detachment for further testing. Ashley Morton, 33, from Prince Edward County, was charged with the following offences:
• Operation while impaired – CC 320.14(1)(a)
• Operation while impaired- blood alcohol concentration – CC 320.14(1)(b)
The driver was released on an undertaking and is to appear before the Ontario Court of Justice on February 1, 2023. They also had their drivers licence suspended for 90 days and vehicle impounded for a period of 7 days.

Later on Saturday shortly before 11:00 p.m. officers stopped a vehicle on Bridge Street in Picton and spoke to the driver. An approved screening device was administered and as a result, the driver was arrested and transported to detachment for further testing. Joshua Quaiff, 28, from Prince Edward County, was charged with the following offences:
• Operation while impaired – CC 320.14(1)(a)
• Operation while impaired- blood alcohol concentration – CC 320.14(1)(b)

The driver was released on an undertaking and is to appear before the Ontario Court of Justice on February 8, 2023. They also had their drivers licence suspended for 90 days and vehicle impounded for a period of 7 days.

Immediately after the above occurrence, officers responded to a report of a vehicle into a pole on Victoria Road. Upon speaking with the driver it was determined they had been operating while impaired. The driver was arrested and transported to detachment for further testing. Further, the driver was found to be in possession of a quantity of suspected cocaine and psilocybin. Anthony McFaul, 23, from Prince Edward County was charged with the following offences:
• Operation while impaired – alcohol and drugs – CC 320.14(1)(a)
• Operation while impaired- blood alcohol concentration – CC 320.14(1)(b)
• Possession of a schedule one substance – cocaine CDSA 4(1)
• Possession of a schedule three substance – CDSA 4(1)
The driver was released on an undertaking and is to appear before the Ontario Court of Justice on February 8, 2023. They also had their drivers licence suspended for 90 days and vehicle impounded for a period of 7 days.

On Friday January 6, 2023 shortly after 7:00 p.m. officers responded to a report of a motor vehicle collision where a vehicle had struck a deer. Further investigation revealed one driver had consumed alcohol and an approved screening device was administered registering a ‘warn’ range.  A 73 year old driver had their licence suspended for a period of three days.
