Adam Goheen had the ‘Interim’ label removed at the March 10 Council meeting. He is the municipality’s new CAO.
Mr. Goheen has been at the post since former CAO Marcia Wallace left her post on in April of last year.
A County native, Mr. Goheen was hired in 2020 as Director of Operational Services. Prior to his most recent post, he also served as Director of Housing.
Under Ontario’s Strong Mayor powers, Mayor Steve Ferguson could have hired the County’s next CAO himself. In May last year, however, he delegated the power to Council.
The hiring of Mr. Goheen was approved by a majority of councillors in a closed session.
Stepping Up
Mayor Steve Ferguson said the County’s new CAO has brought stability to Shire Hall over the past 10 months. Much more than an interim caretaker, Mr. Goheen finalized the asset management plan, fostered a more collaborative budget process, and reviewed the County’s growth-related infrastructure planning.
He was introduced as the County’s next CAO at the start of the public meeting and received a warm round of applause.
“His proven experience and leadership skills will be critical in the coming months as Council completes its current term and we move into a municipal election this fall,” said the Mayor.
In his municipal career, Mr. Goheen has made stops at the Cities of Belleville and Quinte West as well as the Township of Leeds and the Thousand Islands. He has two decades of experience in infrastructure planning, construction, maintenance, municipal operations, and financial management.
